Dear Dr. Barber:
I must thank you for the help you have given me in the past on different issues affecting the University. I hope you will allow me to take advantage of your sensitivity on yet another topic of concern: A number of students have complained to me recently about litter on campus. Specifically, I am concerned with the flyers/inserts in the newspapers. Students often just throw these flyers on the ground after picking up a paper.
I write to you today to seek information on this issue. For instance, I’d like to know if there are requirements for a newspaper to place a distribution box on campus. It seems that the University confers a great benefit to the newspapers by allowing them to distribute their product on campus. It only seems fair that the newspapers provide some means to internalize the costs of litter and what not.
And, I am happy to offer my services that I might provide on this issue. For instance, I am willing to budget funds for a publicity campaign, if you feel it could be effective.
